An uncertain global and regional context, the Covid-19 pandemic, political crisis, and economic turmoil were the setting for the Transition and Emergency Government of President Francisco Sagasti during November 2020-July 2021. Drawing on his political and academic experience in various settings President Sagasti will review challenges to democratic governance in uncertain times and outline possible responses.
