2011 Leadership Transformation in Indonesia courseThe Leadership Transformation in Indonesia program is a four-week executive education course focusing on issues of leadership in public service. One week of the course takes place in Jakarta with classroom sessions; the remaining three weeks include classroom sessions at Harvard University and structured site visits with local government officials in the Boston area. This customized course is the result of a collaboration between the Harvard Kennedy School Indonesia Program and the Indonesian Ministry of Home Affairs (KemenDagri). Started in September 2011, the second iteration took place in September 2012.

Participants
This training course is designed for newly elected Indonesian district heads and mayors (Bupati and Walikota), along with their heads of regional development and planning (Ketua Bappeda). Nearly 40 participants are expected to attend.

Curriculum
As newly elected district heads and mayors in Indonesia typically do not come from a background of government service, this short course is designed to provide such officials with essential technical skills, a strong conceptual foundation, and a broader development perspective to better govern within the country’s period of public sector reform. Sessions include real-world cases taught in a comparative, multinational context with facilitated discussion and lectures. Two interpreters will be available for real-time translation, and all course materials are translated into Indonesian. Topics include:

      • Strategic Leadership addresses a host of issues including communication strategies, the art of persuasion, negotiation skills, executive branch leadership, executive-legislative interactions, ethics and accountability, participatory governance, transparency and civic engagement, and crisis management.
      • New Public Management covers reinventing government, assessing management performance, budgeting and financial management, analytical tools for decision making, marketing places, megaprojects, and infrastructure finance.
      • Sustainable Development includes a focus on economic growth strategies, the tradeoffs between growth and equity objectives, agriculture and rural development, urbanization problems and policies, along with poverty and social safety nets.

Faculty
Anthony Saich, Daewoo Professor of International Affairs and Ash Center director, and Jay Rosengard, HKS lecturer in public policy, are the faculty co-chairs of Leadership Transformation in Indonesia. Over 20 distinguished faculty from Harvard Kennedy School will facilitate lectures and discussions, and will be joined by facilitators from several Indonesian universities.

Sponsorship
The Leadership Transformation in Indonesia course is implemented in partnership between the Indonesian Ministry of Home Affairs and Harvard Kennedy School Indonesia Program. Costs of the program weeks in the United States are covered by the Harvard Kennedy School Indonesia Program through the generosity of its founding donor, the Rajawali Foundation. “Leadership Transformation in Indonesia” is planned to be implemented through 2014 with the possibility of expansion and extension based on resources.
