As a Philippine Elections Commissioner and Acting Chairman, he led elections in conflict areas and resolved elections cases. He was an invited speaker on election best practices in the CIS, Asia, Africa, Eastern Europe and Latin America. He led as Chairman and then as Secretary of the Association of Asian Election Authorities.   He sat on government peace talks for elections and transportation. As a Philippine Transportation Board Member, he regulated transportation franchises and proposed a public utility infrastructure in the country.  He handled human rights cases and taught practical trial techniques to University of the Philippines law students.  He wrote human rights and election studies with the Asia Foundation and IDEA. He graduated at the top 10 of his University of the Philippines College of Law class.
