Peter Quilter was a Non-Resident Senior Fellow at the Ash Center from 2016-2017. Most recently Quilter served as the Secretary for Administration and Finance at the Organization of American States. Before assuming that post, he was the Democratic senior professional staff member of the U.S. House of Representatives Committee on Foreign Affairs with responsibility for the Western Hemisphere. In that position, he advised Ranking Member Eliot Engel on all matters and legislation related to the Americas, and Committee Chairmen Howard Berman and Tom Lantos before that.
He has held posts in the U.S. State Department, and was a Latin America policy advisor to both Obama Presidential campaigns, as well as the Kerry campaign before that. Mr. Quilter spent eight years as senior policy advisor to Secretary General Cesar Gaviria at the OAS, where he distinguished himself as a top level diplomatic negotiator and conflict resolution expert in some of the most explosive political situations in the Americas region. He served in a Clinton administration political appointment as Special Advisor at the State Department’s Western Hemisphere bureau.
Mr. Quilter holds degrees from Stanford, the Fletcher School of Law and Diplomacy and a law degree from U.C. Berkeley Law School.
