Tessel van Oirsouw

Tessel van Oirsouw is a Visiting Fellow at the Allen Lab for Democracy at the Ash Center for Democratic Governance and Innovation. She is also a graduate student at the University of Cambridge, where she studies AI Ethics and Society. Tessel has a great interest in technology policy and the ethical and social implications of emerging technologies. Her current research focuses on the (geo)politics of chips.

Previously, Tessel worked at the European Commission’s Directorate-General for Communications Networks, Content and Technology. Here, she collaborated on the directorate’s initiatives to accelerate digital innovation across Europe and its semiconductor initiatives, strengthening collaboration and crisis response coordination among EU Member States. Before this, Tessel worked as a Senior Manager in Data Ethics at The Open University, where she established a data ethics framework to ensure responsible data practices across the university. Tessel also worked at the Netherlands Scientific Council for Government Policy, where she contributed to an advisory report on artificial intelligence for the Dutch Cabinet.
