Carlos Paiva is the previous director of Culture for Funding and Tax Incentives at the Ministry of Culture in Brazil. Here, he managed the National Cultural Incentive Program (PRONAC) which is the main cultural funding mechanism in Brazil. Carlos also managed the ‘Culture-Voucher’ worker program where benefits rose from 861 to 1,278 companies, 385,000 to 482,000 workers and 40,000 establishments, generating $290 million annual consumption.
Carlos recently got his Master in Public Administration from the John F. Kennedy School of Government at Harvard University where he was an Edward S. Mason fellow. He also has a Graduate Diploma In Cultural Policies and Management from Universitat De Girona / Instituto Itaú Cultural along with a Graduate Diploma in Aesthetic Education from Universidade Federal Da Bahia, School of Education. Carlos also received his Bachelors in Communication and Media Studies at Universidade Federal Da Bahia.
