Marci Harris is the co-founder of the civic technology company POPVOX, Inc., and the nonprofit POPVOX Foundation, dedicated to helping democratic institutions keep pace with a rapidly changing world. She is an internationally recognized leader in the application of AI to legislative institutions; training, advising, and building tools for Congress, state legislatures, and parliaments around the world.

Marci holds a JD from the University of Memphis Cecil C. Humphreys School of Law and an LLM from American University Washington College of Law. She began her career in local government as a tornado recovery coordinator for Jackson, Tennessee, before serving on the staff of the House Ways and Means Committee in Congress. She previously taught public policy and government at the University of San Francisco School of Management, San Jose Sate University and civic technology at the University of California Berkeley. She the author of the forthcoming book RECONSTITUTION: A Governing Blueprint for the AI Era.
